How to keep scale dynamic and consistent between chart and List

Problem
When generating multiple pages, especially for master detail page, the data scale is significant different. In this case, there are two requirements:

• Use the same layout, but with different scale based on data. For example, data will be scaled -3, or denominated by 1000 for region Americas.
• The data displayed should be same between chart and list
