With the same cube, different users are only allowed to see their data at different level. In this sample, it is designed to allow a group of user sees only data at region level. The best solution is to create a custom view for this group of users.

As this group of users still wants to see the high level result, Cloak is used. Cloak omits a category and its descendants, but retains the rollup values in ancestor categories. Please see screenshot below for defining Test view with location.

Then you can assign a group of users to access this view.
